Hi @henesy – I was able to get the board working, so hopefully I can you out a bit.
For the dip-switches, STANDALONE is set to “ON” instead of “1” and PROG is set to “1” instead of “ON”. It’s not exactly intuitive labeling, but it works for me. Here are a couple of photos,

I know you are good on cables but the followup story to my original post is that I had to invert the direction of the cables – it seems that the Adafruit cables that I was working with had the polarities reversed from what the board was expecting! I think there was also a loose connection issue which I had to deal with because of my janky setup. Ultimately, I ended up getting this resolved by getting cables by support.
